None of the minor works that have been done and could be done will change the risk profile except if a number of shorter tunnels are done to straighten the route. This might be a more acceptable option for government and could be done in stages. There are a number of places where shorter tunnels can be done on the incline that would possibly negate the danger of transporting certain goods. Therefore no need for a long tunnel at low base level. All in all this road can not be left as it is with the hope that it would somehow answer to the needs of the future and lower the risk profile
