I have long thought that something along the lines of your ideas would be fantastic for the Wairarapa, The region would boom with values and development rising so much that the works would be paid for within 10 years. Personally I would have thought that a tunnel close to and parallel with the railway tunnel would be the plan, but you guys have obviously thought about it so i will agree with your ideas. Any toll cost will be offset from wear and tear on vehicles. Go for it good luck. New Zealand needs visionaries like you guys
